Auditor - Appraiser I-II-III

The County of Yuba is currently recruiting for the position of Auditor-Appraiser I/II/III in the Yuba County Assessor’s Office. This position performs a variety of routine to complex business, personal, agricultural and other business audits and assessments for taxation purposes; assesses commercial, industrial, rural and residential real and personal property; performs related work as assigned. Placement to this flexibly staffed position is normally determined by level of experience, demonstrated capability for performing skilled audits and appraisals and certification level received under California state requirements. Initially in a learning capacity, incumbents will perform the more standard audits under close supervision. As experience is gained, the work becomes more complex and is performed under more general supervision. Incumbents at the III level may also assist with the training of less experienced staff or be assigned to special projects.

 

Ideal Candidate:

The ideal candidate will have knowledge of accounting, record keeping, auditing, business principles, practices, methods, and terminology, and basic financial analysis. The ability to analyze accounting data, exercise sound judgement in the development, analysis, and evaluation of appraisal information and to maintain cooperative working relationships with the public.

Required Qualifications:

Auditor-Appraiser I Minimum:  Four (4) year college or university degree with specialization in accounting OR is a licensed accountant in the State of California; OR has a four (4) year college or university degree in a field related to the work (finance, economics, real estate, business administration) AND must pass the state, city or county civil service or merit system examination regularly given for the position of accountant or auditor by the testing body within one (1) year of employment. Preferred: In addition to the above minimum, possess a valid Appraiser’s certificate from the California Board of Equalization and two (2) years experience of appraising real estate and personal property.

Auditor-Appraiser II Minimum: Four (4) year college or university degree with a specialization in accounting OR is a licensed accountant in the State of California; OR has a four (4) year college or university degree in a field related to the work (finance, economics, real estate, business administration) AND has passed the state, city of county civil service or merit system examination regularly given for the position of accountant or auditor by the testing body; AND possess a valid Appraiser’s Certificate from the California Board of Equalization AND two (2) years of equivalent experience to the County’s class of Auditor-Appraiser I. Preferred: In addition to the above minimum, four (4) years of equivalent experience to the county’s class of Auditor-Appraiser I.

Auditor-Appraiser III Minimum: Four (4) year college or university degree with a specialization in accounting OR is a licensed accountant in the State of California; OR has a four (4) year college or university degree in a field related to the work (finance, economics, real estate, business administration) AND has passed the state, city of county civil service or merit system examination regularly given for the position of accountant or auditor by the testing body; AND possession of a valid Advanced Appraisal Certificate from the California Board of Equalization AND two (2) years of equivalent experience to the County’s class of Auditor-Appraiser II. Preferred: In addition to the above minimum, four (4) years of equivalent experience to the county’s class of Auditor-Appraiser II.

 

Benefits

MERIT INCREASE:

Typically 5% each year for the first 7 years

RETIREMENT:

Miscellaneous Classic: 2% @ 55

Miscellaneous New: 2% @ 62

VACATION: 12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 yrs

HOLIDAYS: An average of 14 paid holidays per year, including 2 floating holidays

SICK LEAVE: Accrued every payroll period, up to 12 days per year

HEALTH: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.

DENTAL/VISION: County pays 100% of the Basic Plan Premiums for employee only and 80% for dependent(s).

LIFE INSURANCE: County provides $50,000 in life insurance coverage.  Employees may purchase additional coverage for themselves and dependents.

SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

SHORT TERM DISABILITY (STD) INSURANCE: SDI provides benefits to employees who are unable to work due to non-work-related illness or injury. The current SDI withholding rate is 1.2% with a maximum of $1,539.58 on wages up to $153,958 (per calendar year) for 2021. This % is deducted on gross wages and can change annually in accordance with law. Persons covered by SDI are also automatically covered by Paid Family Leave (PFL).

MEDICARE: Yuba County does participate in the Medicare Program. Current EE & ER share is 1.45%

DEFERRED COMP: One Voluntary Deferred Compensation plan is available

EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.
