Head Start Director - Kent and Sussex Counties

LOCATION: Location to be determined. Will be located at one of our facilities in Kent or Sussex Counties.
SUMMARY
The Head Start Director will coordinate and direct all program and administrative services for the Head Start program. General responsibilities include supervision and management of all Head Start leadership team roles, overall supervision and guidance of all program operations and ensuring full compliance with all Head Start performance standards, state and local licensing regulations. The Director will provide the program with vision and leadership, and ensure management functions are properly carried out. Must be an inspiring leader with a proven track record of success.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Administrative
- Implement program operations through policies and procedures, goals and objectives.
- Monitor program budget(s), oversee monthly billing, contract utilization and/or grant expenditures.
- Guide all program operations and ensure full compliance with all Head Start performance standards, state and DelaCare licensing regulations.
- Develop and review program reports for program activities.
- Administration and maintenance of facilities, materials, and equipment.
- Prepare and maintain timely documentation, reports and records in accordance with agency, state accreditation, and other requirements.
- Interact with the governing body, agency leadership, managers of other agency programs, the Policy Council, and parents.
Supervision
- Day-to-day program management and operations, including personnel administration and supervision.
- Interview, hire, supervise, and evaluate staff.
- Assure that staff educational development and training needs are met.
- Resolve program issues concerning staff.
- Ensure direct service and program compliance with agency standards and procedures, contract funding and accreditation standards.
- Support the program on effective staff communications and relationships.
- Promote professional development among staff and contribute to staff education.
- Supervise student interns as assigned; coordinate student and volunteer training.
General Requirements
- Maintain agency standards regarding confidentiality, quality, and productivity.
- Participate in agency meetings and committees as assigned or approved.
- Community relations and advocacy.
EDUCATION and/or EXPERIENCE
Bachelor's degree required; emphasis in Business or Early Childhood Education, preferred. Minimum of five years of previous experience or related work experience, required. Previous supervisory experience, required.

- An understanding of the Head Start philosophy and the ability to implement its principle of shared authority and decision-making.
- Multi-unit management experience, required
- Prior experience in project management, required
- Prior experience in facilitating and delivering training programs, preferred.
- The ability to develop a fiscally sound budget.
- Experience in Human Services program management, including program planning, operations, and evaluation, and the use of management information systems
- Ability to respond appropriately to the cultural differences present among the agency’s service population.
- Ability to communicate effectively, verbally and in writing.
- Demonstrated computer literacy skills, using MS Office applications and other basic data systems including internet navigation.
- Detailed, well-organized, and data-driven, with the ability to prioritize and multitask.
- Must have valid driver’s license which meets the requirements of the agency’s insurance carrier.
